Effective engineering depends critically upon effective collection and analysis of empirical data. This requires effective measurement: measurement that is valid, precise, and accurate. Statistics is the discipline that concerns itself specifically with the issues that this chain of dependence raises: the relationships of good measurement to data collection, and the planning and analysis of empirical studies.
